FishHawk Ranch is a large, amenity-rich master-planned community — tightly deed-restricted, top-rated schools, walkable villages — where custom work means high-end renovations, additions, and the occasional infill or teardown-rebuild inside the community's rules. Surrounding Lithia is the opposite: rural, wooded, and dotted with multi-acre and equestrian parcels where a true ground-up custom estate is very much on the table. FishHawk Ranch West

The newer western extension, with its own village center and amenities. A more contemporary streetscape where renovations, outdoor-living additions, and interior upgrades are the common custom projects.

Inside FishHawk, two rulebooks apply — the county's and the community's.

FishHawk and Lithia are unincorporated Hillsborough County, so the county reviews and permits your plans — there's no separate city building department. But inside FishHawk Ranch there's a second layer that catches a lot of homeowners off guard: the community is governed by deed restrictions, an active HOA architectural-review process, and a community development district (CDD). Before the county ever sees a renovation, addition, or exterior change, it typically has to clear the community's architectural review — and those standards are detailed and enforced.

Out in rural Lithia, the equation flips: no HOA on most acreage, but the county's agricultural and residential zoning, well-and-septic requirements, and wetland or conservation setbacks come to the fore. Every home either way is built to the current Florida Building Code (8th Edition, 2023, on ASCE 7-22 wind loads). The area is inland and outside the coastal surge zones, so wind loads are generally lighter than the coast — but lots near Fishhawk Creek and area conservation land can carry flood and wetland considerations we plan for early.
