Valrico isn't an incorporated city, so almost every project here is reviewed and permitted through unincorporated Hillsborough Countyrather than a municipal building department. That matters, because it sets which portal your plans go through, which flood and construction-code overlays apply, and how long review takes. On top of the county, most of Valrico's desirable neighborhoods — Bloomingdale, River Hills, Diamond Hill — carry deed restrictions and HOA architectural review, which is its own approval to clear before you build or add on.
Every home is built to the current Florida Building Code (the 8th Edition, 2023, on ASCE 7-22 wind loads), layered with Hillsborough County's construction and flood-damage-control requirements. Because Valrico is inland, wind-load demands are generally less severe than on the coast, and most lots sit well outside the storm-surge zones — but parts of the area near the Alafia River and its tributaries do fall in FEMA flood zones, so siting and elevation still get real attention.
